Normally I'd say do what you just did. In fact, that's how I've installed Classic on older PPC Macs in the past.
Is this OS 9.1 CD either a generic (white) CD or the CD which shipped with the iMac?
I can't tell if its a generic or specific one, because I always
bought any new version of the system. Nothing specifying which
kind of CD is written on this CD. It's a mostly white CD with
a huge orange 9.
The white OS 9 CD is usually a generic 9.x CD. Later versions are usually 9.1 or 9.2. The CD which ships with a Mac is usually coloured: green or gray or blue or some other colour.
I found a workaround: I copied the 'System Folder' from the
last backup on MacOS X 10.3.9 on '/'. I then started up 'System
Preferences' and 'Classic' was among them and I've been able to
select the freshly copied 'System Folder' to start Classic
from.
Copying over the _OS 9_ System Folder will usually work, so long as you don't copy the System Folder from a CD. Copying the _OS X_ System folder (note small 'f') will not work.
After a few tests all my files necessary to make my work
were again available and opened with the right application.
